Another Federal Bill for ending Cannabis Prohibition. The PREPARE Act

Federal marijuana legalization in the United States is once again in the spotlight as the top House Democrat and a Republican lawmaker have refiled a bill to pave the way for ending cannabis prohibition.


Rep. Dave Joyce (R-OH) and House Minority Leader Hakeem Jeffries (D-NY) introduced the Preparing Regulators Effectively for a Post-Prohibition Adult-Use Regulated Environment Act (PREPARE) Act on Thursday.


The PREPARE Act seeks to establish a regulatory system for cannabis at the federal level that mirrors the framework currently in place for alcohol. It would direct the attorney general to create a commission that would be tasked with making recommendations for the regulation of cannabis. The bill aims to provide a bipartisan platform for lawmakers to come together and legislate a fair and responsible end to cannabis prohibition, while ensuring public safety and promoting economic growth.


Rep. Joyce, who is also the co-chair of the Congressional Cannabis Caucus, expressed optimism about the prospects of federal cannabis reform, stating, "With nearly every state adopting its own set of cannabis reforms, an end to federal cannabis prohibition is inevitable." He emphasized that it is time for the federal government to respect the will of the constituents and engage in a conversation about cannabis regulation.


Rep. Jeffries echoed similar sentiments, emphasizing the need to right the wrongs of the failed war on drugs that have disproportionately impacted communities of color. He stated, "The PREPARE Act is one of the bipartisan solutions that will lay the groundwork to finally right these wrongs in a way that advances public safety and boosts our economy." He expressed gratitude to Rep. Joyce for reintroducing the bill and showing leadership in preparing the federal government for the eventual end of cannabis prohibition.


While the prospects of comprehensive marijuana legalization advancing in the currently Republican-controlled House may be uncertain, there is hope that incremental reforms like the PREPARE Act could garner bipartisan support. Many Americans, regardless of political affiliation, recognize the need for cannabis reform, and the federal government should be prepared to embrace and lead this change.


As the conversation around cannabis continues to evolve, it is important for lawmakers to consider the social, economic, and public health implications of cannabis regulation. The reintroduction of the PREPARE Act is a significant development in the ongoing effort to end cannabis prohibition at the federal level and establish a fair and responsible regulatory system for cannabis in the United States.
